So I was trying to build a farm here:

and gnomes refused to build it. They were just going there, doing their placing animation and nothing happened. First I thought it's something with this cave. But gnomes were placing any other building with no problems. So I thought...maybe those farms are broken? But I was able to place them in every other place.
After an hour of trying different things I found out...that storage below was the problem. When I remove it, I can place farms again...
Looks like farms require some free space below it and storage was somehow blocking them. But when I'm placing farms first, I can build a storage below with no problems.
